Jeffrey D. (Dan) Watkiss

Dan Watkiss is an attorney with nearly four decades of experience representing clients in transactions, disputes, and enforcement actions involving antitrust, energy and environmental protection before federal and state courts and administrative agencies for nearly four decades.

Mr. Watkiss formed and directed a coalition of independent power producers and energy marketers that successfully petitioned the Federal Energy Regulatory Commission for 1996 rulemakings (Orders No.888 and No. 889) that required the power industry to provide on-line open-access to the high-voltage transmission grid.

Mr. Watkiss represented power marketers and purchasers before Congress in connection with enacted provisions of Title XII of the Energy Policy Act of 2005 on investment in the transmission grid and economic dispatch in 2004-2005. He has also successfully represented environmental preservation interests in rerouting high voltage transmission line away from historical and cultural sites in 2008-2009.

Mr. Watkiss has also been involved in global energy development as he advised the operator of Spain’s electric transmission grid, Red Eléctrica de España, on rules for short-term power trading in 1998.
